Dean Carter

Founder & CEO

Dean is a retired Army veteran and innovative professional with over 45 years of extensive experience in all facets of IT as a Sr. Network Engineer, Systems Administrator, Information Systems Supervisor, and Telecommunications Systems Design Engineer/ Project Manager. Dean is very well rounded in the field of IT communications and networking. Dean's work experience encompasses progressive organizational and office operations knowledge.  Having spent his career in various organizations, he can serve as a focal point for management of the training information system technical architecture by assisting in the process for defining the policies and principles to guide technology decisions. Dean can coordinate and align plans for training information system lines of effort with the Learning Model, Strategic Plan, and other initiatives.

Shaunda Carter, MBA

Vice President of Operations

Shaunda has over 20 years of experience in business as an entrepreneur, teacher and procurement professional. She has managed contract portfolios in excess of $9B and specializes in services and construction contracts. She is also the owner of Ucartia Creative Studios and the founder of Young Business Visionaries. She has been recognized by the NAACP and has been featured in various news paper articles. 

 

Shaunda holds a Masters in Business Administration from Saint Leo University and has completed doctoral level coursework in Supply Chain Management and Globalization. For leisure, she enjoys creating art and spending time with her family.

Wesley Thomas
MBA, PMP

Vice President of Programs

Wesley is an experienced and self-directed Program and Project Manager with a proven track record in technology-telecommunication implementation, government contracts, and defense industry expertise. Wesley's notable achievements at BAE Systems include managing a $100M T&M task order for the Defense Intelligence Agency. He is skilled in configuration management, service delivery, and collaboration, with a background in public sector consulting. Wesley holds a Masters in Business Administration and a Masters in Arts in Procurement and Acquisition, along with certifications in ITIL 3 Foundation and Project Management Professional (PMP). Formerly with the United States Marine Corps, Wesley demonstrated leadership in various logistics and procurement roles.

Dean Carter, Jr., MS

Vice President of Security

Dean Carter, Jr. serves as the Vice President of Security for D3 Communications. His rich technician background aids in providing the most comprehensive service. Dean possesses direct experience in Network Engineering, Cyber Network Defense and Information Technology Infrastructure Library (ITIL). As an Information Technology professional, Dean aspires to educate our clients in potential cyber threats and protective security measures that will enable their businesses and organizations to be at the forefront of the latest cyber technology advancements.

Dean received his Bachelor of Science in Applied Information Technology, with a concentration in Information Security, from George Mason University (Fairfax, VA;) and his Master of Science in Cyber Security from Liberty University (Lynchburg, VA) He has worked in various roles to include Information Assurance Analyst with the primary function of Cyber Network Defense in support of the Navy Cyber Defense Operations Command and Firewall Engineer.

George Thomas

Vice President of Engineering

George is an Information Technology professional with over 20 years of experience designing and planning relational databases for an enterprise wide financial system. He has also written software for various federal government agencies. 

​

He has a Bachelor of Science in Business Administration with an emphasis in Information Technology from Old Dominion University.
